Police standoff in Kerns neighborhood ends safely

A man inside the apartment believed to be having a mental health crisis

PORTLAND, Ore. (KOIN) --- A man who police say barricaded himself inside an apartment in the Kerns neighborhood Monday appeared in court a day later and investigators released new details about his supposed actions.

Michael Glover is charged with 2 counts of first-degree burglary and one count each of interfering with a police officer, unlawful entry into a motor vehicle, public indecency and unlawful use of a weapon.

He is being held at the Multnomah County Detention Center.

The incident happened on the 600 block of NE 30th Avenue Monday morning. When officers arrived on the scene, they learned Glover pulled out a screen and broke a window in a woman's apartment. The woman said Glover's head and arms were all the way inside her residence, according to court documents.

She allegedly fled the apartment and went into her car. In her haste to get out of danger, records show she crashed into another passing car.

Glover then set his sights on another apartment. Before entering, he reportedly yelled at a woman with a Rottweiler. She warned Glover that the dog would bite him.

At that point, Glover got inside a City of Portland truck and exposed his penis to the woman with the dog, according to court records.

He then barricaded himself inside the second apartment where he remained holed up for several hours.

During negotiations, Glover said he would come out if police gave him meth.

Police ultimately stormed the bedroom where Glover was and used a K-9 to take him into custody.
