City Auditor: ‘Disturbing pattern’ of intimidation


PORTLAND, Ore. (KOIN) — Portland’s city auditor sent a memo to Mayor Charlie Hales and the city commission to highlight what she called a “disturbing pattern” of intimidation against the city’s civilian oversight system.

Mary Hull Caballero, who oversees the Independent Police Review Division, said she has several concerns.

First is an alleged leak of confidential information to the police union from the police chief about an investigator hired by the IPR. Another concern is an allegation of racial discrimination and harrassment made against an employee of the IPR.

Asked why she went public with her concerns, Caballero said, “I thought the public needed to know.”

She claims the PPB is intentionally trying to undermine the authority of the city’s civilian oversight.

Requests for comment from the police union were not returned. Mayor Hales’ office declined comment until the city’s Human Resources bureau completes their investigation.
