Man accused of touching women at bookstore arrested again


Justin Carl Phelps is facing a new charge of harassment for allegedly touching a woman at Happy Valley Library

PORTLAND, Ore. (KOIN) — A man accused of inappropriately touching women at a Barnes and Noble earlier this year has been arrested again — this time for allegedly touching a woman at a library.

Justin Carl Phelps was arraigned Wednesday on charges stemming from the incident earlier this year.

He was allegedly caught on camera touching people at Barnes and Noble at Clackamas Town Center on April 13.

As Phelps was leaving the courthouse this week, a detective arrested him on a new, unrelated charge of harassment.

Authorities accuse the man of following a woman around the Happy Valley Library on Aug. 3, touching her inappropriately and following her to her car. He continued to follow her in his own car after she drove away, deputies said.

Detectives think Phelps is getting worse when it comes to his alleged harassment of others. They want to hear from anyone else who thinks they were harassed by Phelps.
