Sex offender charged after exposing himself near Vernon Elementary

Philip Shupp was already a registered sex offender

PORTLAND, Ore. (KOIN) — Philip Shupp, a registered sex offender, was arrested after exposing himself and interacting with students at Vernon Elementary School in August.

Portland police arrived at Northeast 24th Avenue and Alberta Street on August 30 to investigate. They weren’t able to immediately find Shupp upon arrival, but with help from the community, authorities were able to locate and identify the 30-year-old suspect.

During the investigation, it as discovered that Shupp was performing lewd acts and talking to students through a fence.

He was charged with public indecency on October 25 while already in custody for other charges.
