PORTLAND, Ore, (KOIN) — A stolen vehicle investigation turned into a shots fired situation at the Oregon City Shopping Center on Tuesday, according to Clackamas County deputies.
31-year-old James Randall Paquin was arrested after he shot at deputies while they were chasing him on foot. The investigation began when deputies attempted to contact Paquin and woman, who were inside a stolen car.
Paquin, deputies said, took off running. Deputies were chasing him on foot when another patrol car pulled up and Paquin allegedly pulled out a gun and shot at it.
A bullet broke through the glass on the driver side window. Officers didn’t return fire.
Deputies said they’re “speaking” with the woman who was also in the car but she has not been arrested.
Karen Sura-Laird and her husband were eating at Shari’s Restaurant in the shopping center when the chase began around 7:30 p.m.
“We’re just sitting there having our hamburger and all of a sudden I see this guy running across the driveway,” she said.
Then, she said a server saw the man holding a gun.
“She’s hollering out, ‘Get down! get down!’” Sura-Laird said.
Sura-Laird said she heard 3-4 shots.
“Right after the shots were fired, we saw two officers within 20 seconds or so,” Greg Sura, her husband, recalled.
Despite the shots in a busy area, no one was injured.
“This could’ve been very tragic for Clackamas county and us so we’re very thankful that no one was hurt,” Davis said.
