Police said he threw furniture out the 3rd-floor window

PORTLAND, Ore. (KOIN) — A man accused of throwing things out of his apartment window was arrested late Saturday night in North Portland.

Portland police said Joseph Lee, 40, was damaging cars on the street by throwing furniture from the 3rd-floor in the 6900 block of North Interstate Avenue just before 10 p.m.

Officers called in a team trained to help someone in a mental health crisis but also called the Special Emergency Reaction Team because they thought he may have been armed. They didn’t see a gun.

Some neighbors were evacuated during the negotiation.

SERT eventually used a chemical to force Lee out and took him into custody after 5 hours. He was taken to the hospital before being booked on 2 counts of unlawful use of a weapon and menacing and for unrelated warrants.
