Vancouver pedestrian killed, motorist stays at scene

VANCOUVER, Wash. (KOIN) — A Vancouver pedestrian riding an electric scooter died after being hit by a car Tuesday evening.

The crash happened around 8:20 p.m. at SE Mill Plain Boulevard and Chkalov Drive, Vancouver police said in a release. Officials said 34-year-old Vladimir E. Chernyaev was headed south in a crosswalk, going against the light, when he was hit by the eastbound vehicle.

The driver stayed at the scene and cooperated with investigators. Neither speed nor impairment are a factor in this crash, authorities said.

Chernyaev was pronounced dead at Peace Health Southwest Medical Center.
